Summary of Responsibilities
We are seeking a Project Manager to be critical team member of our highly-innovated Owner’s Representative team for the USAFA Endowment. Duties will include managing and coordinating all facets of privately funded construction to include the pre-construction, bid and award, and construction of all assigned projects. This will include reviews of pre-construction documents and submitting comments to the design team as well as the close-out phase. Candidates will strongly demonstrate planning, organizing, and preparation of reports to upper management with respect to the status and/or progress of projects.
Candidates will coordinate with all pertinent public agencies during pre-construction and construction to comply with all off-site work; coordination with various Owner and Project staff. He/she will manage both the project budget and schedules to meet the Owner’s qualitative standards; ensure that the budget accurately reflects the project status/progress. In addition, the candidate will oversee daily activities of the contractor, review contractors’ construction schedules and submittals, and coordinate responses to the contractors’ inquiries thru the Requests for Clarifications (RFC)/Requests for Information (RFI) and other related documents.
Understand, uphold, and promote the ethical standards and core values of USAFA and the Endowment
Learn and understand how the Endowment interacts with USAFA and other USAFA-related nonprofit organizations that support various areas of USAFA.
Cultivate relationships with, and collaborate with, members of the USAFA and 10th Air Base Wing staffs
Work with the USAFA Director of Installations and the 10th ABW Civil Engineering Squadron, or other assigned, from the start of each project to ensure scope and vision are thoroughly understood, meeting USAFA requirements and Endowment/Donor expectations
Monitor overall administration of the Contractor’s contract on behalf of UE (Owner)
Provide onsite owner’s representation
Monitor contractor field work and major construction events
Review and monitor contractor schedules for overall performance
Review pay applications for accuracy and provide recommendations for payment once approved
Review change orders for reasonableness and processing
Provide daily observation and monitoring of construction activities
Maintain a daily project log recording general descriptions of work performed, weather and schedule related items
Evaluate in-place construction for progress payments
Evaluate field problems and facilitate resolution
Prepare responses to contractor correspondence for the owner
Maintain, on-site, a current copy of the Construction Documents
Monitor contractor’s compliance with prevailing wage rates
Maintain project progress photographs
Schedule, conduct and provide meeting agendas/minutes for meetings as required
Monitor and ensure coordination of the independent materials testing agency
Ensure commissioning agent coordination with construction activities
Assist the architect in determining substantial completion of the work
Monitor and facilitate project closeout activities
Administer provisions of Professional Service Agreements between Architects and the Owner
Coordinate Owner delivery of related fixtures, furniture, and equipment
Serve as consultant (representing the Endowment) to USAFA on all combined private/public-funded projects
Provide regular updates on all projects to the Endowment President and CEO
Keep abreast of Air Force, USAFA and departmental priorities, programs, personalities, and events
Perform other duties as assigned
Minimum Required Education: College Degree (Bachelor’s degree in Architecture, Engineering, or Construction Management).
Air Force and/or Air Force Academy experience highly desired
Minimum Required Experience: 15 – 20 years of design and construction project management related experience.
Must be detail oriented; self-starter; good organizational and communication skills; must be able to work with contractors, architects, subcontractors, owners, etc.; must have general knowledge of the construction industry and processes; must be able to read and interpret architectural drawings and specifications.
Primavera, Suretrac, Microsoft Project are all a plus.
The ability to work collaboratively within a large team
Must have working knowledge of architectural and engineering construction documents, contracts.
Experience managing construction subcontractors
Must be a strategic thinker and be able to make decisions based on the best results for the USAFA Endowment or project
Consistently able to anticipate upcoming problems and thereby avoid them to preserve the project’s intent, schedule and budget
Capable of handling large and complex projects with multiple phases
Strong cost and schedule management skills
Must be able to work with diversified user groups; have above average oral and written communications skills and the ability to successfully manage direct reports
Experience in managing multiple projects concurrently; proficiency in managing construction on active educational facilities
